 Training of Trainers on Disaster Risk management

In the framework of the “Strengthening disaster risk management capacities for Lebanon” project, representatives of Disaster Risk Management committees in the Governorates, Cazas and concerned ministries participated in a two weeks training of trainers (TOT). The training, which was organized by the UNDP DRM project at the Presidency of the Council of Ministers, served two main objectives, first to train representatives of governorates, cazas and ministries on response and on how to manage and operate within their operation rooms. The second objective was to increase DRR awareness among governorates and cazas especially for stakeholders and vulnerable communities.

The TOT falls in line with the National Response Plan, and was developed through the support of an international expert, based on best practices from national and international agencies and institutions.

Building the capacities of representatives from DRM committees within sectors/ministries and governorates, along with members from concerned agencies such as the Internal security Forces, Lebanese Armed Forces and ENA as well as the Red Cross is an essential component in ensuring sustainability in disaster preparedness and response. With the completion of the TOT all is set for phase two of the training that will extend till October and will focus on implementing and sharing know-how and best practices in the governorates and Cazas.

“During this training we learned the importance of team work, and now we bear a big responsibility to convey this know how to our colleagues”, one of the participants said at the closing ceremony of the TOT.

The TOT included both technical/theoretical and practical exercises that helped the trainees to organize their work and react to real scenarios. “The main two lessons I learned from this training is how to distribute tasks, and coordinate efforts in a team spirit,” another participant stated. At the end of the training sessions, the Secretary General of the Higher Council of Defense and Chairperson of the National Disaster and Crisis Response Committee, Major General Muhammed Kheir, granted Certificates to all participants while congratulating them for their efforts.

Major General Kheir hoped that the trainees would complete their mission in training their colleagues, to ensurea better preparedness to disaster risk. He thanked the Swiss Agency for Development and Cooperation (SDC) the European Union, the German embassy, the Government of Kuwait, the Lebanese Recovery Fund, and the Government of Netherland for the support to the Lebanese Government and the “Strengthening disaster risk management capacities in Lebanon” project. He also praised the UNDP’s continuous support to the Lebanese government, specifically highlighting the role of the UNDP DRM unit in helping the government achieve important milestones in building up Lebanon’s resilience.
