Crisis Management Operation room opening in Baalbek
The UNDP Disaster Risk Management project at the Presidency of the Council of Ministers, opened on Monday 22 August the Regional Operation Room (ROR) for crisis management in the Governorate of Baalbek. The opening was followed by a table top exercise simulating a flood scenario at the Governorate headquarters in the presence of Baalbek-Hermel Governor Bashir Khodor, Colonel Walid Shaar representing the Secretary General of the Higher Council Major General Mohammad Kheir, and Ms. Nathalie Zaarour DRM Project Manager.
This important step was realized with the support of the Swiss Agency for Development and Cooperation, the European Union in Lebanon, the Embassy of the Netherlands in Lebanon, the German Embassy in Beirut, and the Government of Kuwait.
The DRR committee of Baalbek headed by the Governor, implemented the table top exercise with the support of the DRM team. The simulation was an opportunity to put into action the response plan to disaster risk, specifically tailored for the governorate of Baalbek-Hermel.
In the framework of “strengthening disaster risk management capacities in Lebanon” project and in accordance with the national response plan, the UNDP is supporting the establishment of ROR and drafting response plans in all Lebanese governorates. The response plans are based on risk assessments of every regions, taking into consideration the regions characteristics and vulnerabilities.
At the end of the exercise, Mr. Khodor thanked all participants in this event, especially the Presidency of the Council of Ministers, UNDP and all donor countries.
From his part, Colonel Shaar congratulated all participants in the table top exercise, praising their hard work and professionalism. He highlighted the importance of building capacities of the teams working on disaster risk management in Lebanon, and expressed Lebanon’s engagement in achieving the highest level of resilience. And he pointed out that these achievements would not have been realized without the continuous support of the Swiss Agency for Development and Cooperation (SDC), the European Union, the German embassy, the Kuwaiti Fund, the Lebanese Recovery Fund, and the Government of Netherland. “We count on the continuous support of our partners to complete our mission, making Lebanon resilient to disaster risk.”
