Flood simulation in Baalbek Hermel
What cannot be prevented must be prepared for. Under the patronage of the President of the Council of Ministers, H.E. Mr Saad Hariri, the UNDP Disaster Risk Management (DRM) project organized a flood simulation exercise, in cooperation with the Governorate of Baalbek Hermel. The objective of the exercise was to enhance the capacities of response and support agencies during disasters.
The field simulation took place in the restaurants' area bordering the Assi River. It was preceded by an opening ceremony where the Secretary General of the Supreme Council of Defense and head of the National Committee of Coordination for DRM Maj. Gen. Saadallah Hamad, United Nations Resident and Humanitarian Coordinator for Lebanon Philippe Lazzarini, H.E. Han Maurits Schaapveld Ambassador of The Netherlands to Lebanon, Dr. Alexis Loeber, Head of Cooperation at the EU Delegation to Lebanon, as well as the Governor of Baalbek Bashir Khodor addressed the audience. After the speeches Mrs. Nathalie Zaarour, DRM project Manager, and Mrs. Sawsan Boufakhredine, Chief Technical Officer of the DRM Project explained the simulation exercise and its main objectives.
For the last two years the DRM Project at the Presidency of the Council of Ministers, with the financial support of the European Union, the Embassy of The Netherlands and the Government of Kuwait, assisted the governorate of Baalbek Hermel in strengthening its DRM capacities. In this regard a risk assessment was conducted to identify the vulnerabilities and the imminent risks the Governorate is exposed to. Based on the assessments' results a response plan was drafted and a DRM committee was formed, regrouping representatives of key ministries, Civil Defense, Lebanese Army, Internal Security Forces, and the Lebanese Red Cross. The committee is headed by Baalbek Hermel Governor. The project also provided a much needed fully equipped regional high-tech operations room for the DRM committee to meet and take actions in preparation and in response to eventual disasters.
As part of building, enhancing, and testing the disaster response skills at the national, sector and regional levels, the project conducted annual field simulation exercises as of 2014 aiming to advance the implementation of the National Response Plan for crisis and disasters. The field simulations and table top exercises aimed to test the effectiveness of the plan which revealed an unprecedented commitment in pursuing the collective efforts in building the resilience of the whole country.
